If you're a Jammu student who just cleared Class 12 and is worried about how to pay for college, this is the single most important notice of the week. Registration for the Prime Minister's Special Scholarship Scheme (PMSSS) 2026-27 opened on 16 July 2026, and the online portal is now live for eligible students from across Jammu and Kashmir.
PMSSS is one of the few schemes built specifically for young people from J&K, and it can cover a big chunk of what an out-of-state degree actually costs. If you're planning to study outside the UT, or you know someone in your family or friend circle who is, read this to the end — the window doesn't stay open forever.
What exactly is PMSSS?
The Prime Minister's Special Scholarship Scheme is a Central government scholarship, administered by the All India Council for Technical Education (AICTE), that helps students from Jammu and Kashmir pursue higher studies at colleges and universities outside the Union Territory. In plain terms: it opens the door to studying in the rest of India without your family carrying the full financial load.
The J&K Higher Education Department confirmed that the counselling and registration process began on 16 July 2026, and directed officials to fast-track the setting up of Facilitation Centres and Facilitation-cum-Document Verification Centres across the region so applicants can get help with paperwork and verification close to home.
Who can apply
Broadly, PMSSS is aimed at students who:
- Have passed Class 12 in 2026 from the J&K Board of School Education (JKBOSE), CBSE or another recognised board;
- Are permanent residents of Jammu and Kashmir; and
- Come from a family whose annual income does not exceed ₹8 lakh, as per the scheme's guidelines.
Selection is primarily merit-based on your Class 12 marks, so your board result is doing double duty this year — it decides both your college options and your shot at this scholarship.
What you actually get
This is where PMSSS becomes genuinely life-changing for a middle-income Jammu family. Under the scheme's guidelines, selected students receive support toward academic/tuition fees plus a maintenance allowance paid directly into the student's bank account — typically structured as ₹10,000 a month across 10 months (₹1 lakh a year) to help with hostel, food and living costs. The council supports roughly 5,000 students under the scheme.
That combination — fee support plus a monthly stipend — is what lets first-generation college-goers from Jammu actually take up a seat in another state instead of turning it down for money reasons.
How to register
The counselling and registration happens entirely online through the AICTE PMSSS portal. A clean, no-stress way to go about it:
- Keep your documents ready before you start: Class 10 and 12 marksheets, domicile/PRC, an income certificate, an Aadhaar-linked bank account, and a passport-size photo.
- Register early. Portals for state-specific schemes tend to slow down near the deadline — don't leave it to the last night.
- Double-check every entry — name spelling, board roll number, income figure — against your original documents. A mismatch is the most common reason applications get stuck at verification.
- If you're unsure about a step, use the official Facilitation Centres being set up in J&K rather than paying a random shop to "fill the form" for you.
Don't wait on the deadline
At the time of writing, AICTE had not announced the final closing date for 2026-27. In past cycles the application window has typically stayed open into the October–November range, but that is not a reason to relax — counselling and seat allotment reward students who register and complete verification early. Treat 16 July as your starting gun, not a distant reminder.
