Where does the money for a Sunday out of Jammu actually go?
For once there is a published answer. Replying in the Legislative Assembly on 22 September 2026 to a question from Jammu East MLA Yudhvir Sethi, the Chief Minister — who holds the Tourism portfolio — set out the Jammu division's tourism spending circuit by circuit and destination by destination. It is the clearest statement yet of which weekend spots are being worked on, with what, and roughly at what scale.
The five circuits, and what each one is getting
Five pilgrimage circuits in the Jammu division are sanctioned and, per the reply, all under progress. The amounts:
Purmandal — ₹9.82 crore
Mansar (Phase-I) — ₹9.81 crore
Utterbehni — ₹8.50 crore
Sukrala — ₹3.92 crore
Shiv Khori — ₹3.14 crore
That is ₹35.19 crore across the five. Within them, the reply says 29 works are actively ongoing, with an approved cost of ₹5.14 crore — so the great majority of the sanctioned amount is still to be spent, which is the honest way to read “under progress.”
Worth noting for anyone planning around this: the reply does not give completion dates for any of the five. It says what is sanctioned and what is under way, not when a finished promenade or parking lot opens.
How much is the division actually spending?
The Jammu division's tourism budget over three years, as tabled:
2023-24 — ₹56.50 crore
2024-25 — ₹61.15 crore
2025-26 — ₹62.85 crore
A rise of a little over 11% across two years. The five circuits sit inside this, not on top of it.
Which destinations are on the list
Separately from the circuits, the reply names the destinations being taken up for development: Suchetgarh, Shiv Khori, Sudhmahadev, Patnitop, Basholi, Bhaderwah/Gatha, Mansar, Baradari, Kesari Hills and Behra/Qasab.
Several of these are already on a Jammu student's weekend map; a few are not, and that is the point of naming them. Suchetgarh is the border-tourism play, Baradari and Basohli belong to the Ranjit Sagar corner of Kathua that we covered when the ₹96-crore Basohli roadmap was reviewed in August, and Kesari Hills and Behra/Qasab are the genuinely unfamiliar entries.
So what about a Patnitop gondola?
Asked in the same session about extending ropeway-style infrastructure, the Chief Minister made the comparison plainly: the Gulmarg Gondola, he said, registers significantly higher ridership than the Patnitop ropeway — the reasoning being that not every destination can be built out as though it were Gulmarg.
Read as a planning signal rather than a slight, it says the division's money is going into circuits, access and basic facilities at ten named destinations rather than into one marquee installation. Patnitop already has its ropeway: Skyview by Empyrean at Sanget Valley, Chenani, where the operator's own published terms put a return gondola ride at ₹1,099 plus taxes, running 10:30 to 17:00, over a 2.8 km one-way span, about 15 minutes from the Chenani-Nashri tunnel. If you are going to Patnitop anyway
Since Patnitop is the destination the reply singles out, the operator-published detail is worth having in one place. At Skyview, the gondola runs 10:30 to 17:00 and the adventure activities 10:00 to 18:00 — zipline, a magic carpet, a tubing sledge, archery, mountain biking and ATV rides. The operator suggests allowing three to four hours for the site, and there is a restaurant open 07:00 to 22:00 with free parking. It is roughly two hours from Jammu airport and about ninety minutes from Vaishno Devi.
Individual activity prices are not published on the operator's own FAQ, so budget for the gondola and ask at the counter for the rest.

The part with a job in it
Two numbers in the reply are about footfall rather than concrete. The department says it facilitated or participated in 110 events and festivals between April 2025 and March 2026, and 43 more between April and August 2026 — the mechanism by which a quiet month gets a reason to visit.
And the stated strategy is to position Jammu as a year-round destination rather than a seasonal one, explicitly by “encouraging local participation in tourism through opportunities in homestays, tourist guiding and other tourism-related services.”
That is the line with the most direct bearing on a 22-year-old in Samba, Reasi or Kathua. Year-round footfall is what makes a homestay or a guiding sideline viable rather than a three-month gamble, and the registration route already exists — see J&K's homestay policy, which puts ₹5 lakh a room on the table.
Before you plan a trip around any of this
None of the five circuits is finished, and the reply gives no opening dates. Treat this as a map of where the work is, not a list of new things to go and see this month. If you are driving out, the road is the variable that actually decides your day — and the Jammu–Patnitop run has its own long-standing halt at Kud.
One figure we have deliberately left out: the road distance from Jammu to Mansar. Published sources disagree on it by a wide margin, and we would rather omit it than print a number that sends you out with the wrong travel time.
