If you are still without a government degree college seat for 2026-27, you have one day left. The Directorate of Colleges has continued Phase-II admissions to 15 September 2026, 5:00 PM — and in doing so has quietly reopened the door to a group of students the original notification had shut out.
The story so far
Phase-II of J&K's centralised undergraduate admissions opened on 1 September and was originally set to conclude on 10 September. We covered that notification when it landed: it was aimed at students who cleared the Class 12 biannual, supplementary or private examination in 2026, students who registered in Phase-I but never got a seat, students who were allotted a seat and did not complete the formalities, and students whose applications were rejected at verification.

That round has now been extended. A fresh notification — No. DC-HE/2026/2666, dated 09-09-2026, signed by the Director Colleges, J&K — continues Phase-II with a new schedule and, importantly, some changed rules.
What's new
Three things have actually changed, and each one matters to a different student.
1. Your old choices are gone. The notification is explicit: "Choices filled in the previous In-person counselling round shall be automatically erased and all interested candidates shall be required to submit fresh programme choices." If you filled preferences in the earlier round and assumed they carried over, they did not. You had to refill them.
2. Students who cancelled an admission can come back. This is the real reversal. The parent Phase-II notification had barred candidates who previously cancelled a confirmed admission. The new one states: "Candidates who had previously cancelled a confirmed admission shall also be eligible to participate in Phase-II." If you walked away from a seat earlier in the cycle and have been assuming you were out of the system, you are not.
3. A confirmed admission is not a safe harbour. The flip side, also stated plainly: if you have already completed admission formalities somewhere and then take part in a further allocation round and get allotted a seat against one of those new preferences, "his/her existing admission shall stand automatically cancelled upon such allotment." In other words, do not put in fresh choices casually to see what happens. An allotment cancels what you already hold.
The schedule that remains
Most of the windows in the extended schedule have already closed. What is left today and tomorrow:
In-person on-campus counselling sessions (Annexure 'A' colleges) — 14 and 15 September 2026.
Walk-in admissions and document verification (Annexure 'B' colleges) — until 15 September 2026, 3:00 PM.
Completion of admission formalities, including online fee payment and physical verification of original documents — up to 15 September 2026, 5:00 PM.
Phase-II concludes — 15 September 2026, 5:00 PM.
Colleges were required to publish their own in-person counselling schedules on 13 September, so the specific reporting time is a college-level detail. Check the notice board or website of the college you are targeting rather than assuming a common time.
Two different doors, and they are not the same
Phase-II runs on two parallel tracks, and students routinely confuse them. Annexure 'A' colleges run in-person counselling — you submit programme choices online first, then attend a counselling session on campus. Annexure 'B' colleges take walk-in admissions — you turn up with your documents. A candidate is allowed to pursue both.
Jammu-district institutions named across the two annexures include Government College for Women Parade, GCW Gandhi Nagar, GCW Bhagwati Nagar, Padma Shri Padma Sachdev GCW Gandhi Nagar, GGM Science College, Government MAM College, SPMR College of Commerce, GDC Kunjwani, Cluster University of Jammu, and the degree colleges at Akhnoor, Bishnah, Jindrah, Jourian, Khour, Marh, Nagrota, Paloura, R S Pura, Sainik Colony Kunjwani and Sidhra — plus colleges across Samba, Kathua, Udhampur, Reasi and Ramban.
On the subject side, the Annexure 'A' listings run wider than people expect. GCW Parade is counselling for Biotechnology, Botany, Computer Applications, Education, English Literature, History, Political Science, Sociology and Zoology. GGM Science College lists Biotechnology, Botany, Computer Applications, Electronics, English Literature, Geography, Geology, Statistics and Zoology. GMAM College has 16 subjects including BBA General, Music and Urdu Literature. SPMR College of Commerce lists BBA General, Commerce General, Computer Applications and Economics.
What it costs, and what to carry
The application fee is ₹200, non-refundable. If you registered in Phase-I and did not secure a seat, you do not register again and you pay nothing further — but you were required to update your Class 12 result particulars.
Documents are uploaded as PDF or JPG, "not exceeding 1 MB each": Class 12 marks card, Class 10 marks card, domicile certificate if available, a recent passport-size photograph, your Aadhaar number, and a category certificate if you are claiming one. On that last point the notification is unambiguous — "Category certificates that are under process / incomplete / pending with the competent authority shall not be accepted." An application receipt is not a certificate.
One rule that quietly widens your odds
For Phase-II, "all vacant non-supernumerary category seats, excluding CDP and Achievement Category seats, shall stand converted to Open Merit." Reserved-category seats that went unfilled are now open to everyone on merit. Achievement categories — NCC, NSS, ECA and Sports — are held back from that conversion, as are CDP seats.
Practically, this means the seat count you were looking at in Phase-I is not the seat count today, and a programme that looked closed may not be.
If you miss it
Class-work for Phase-II admits begins "as notified by the college concerned." There is no indication of a Phase-III in this notification. The University of Jammu's own departmental admissions closed separately on 10 September, so that route is already shut. If 15 September passes without a seat, the realistic options become the next academic session or a non-affiliated route — which is a reason to treat today as the deadline rather than tomorrow.
