The story so far

JammuBeat has followed this law since it was an ordinance. The Assembly passed the Bill on October 29, as we reported in Update: J&K Assembly Passes the Ease of Doing Business Bill; the original explainer is here: what's in it and what a young entrepreneur should do.

What's new

The General Administration Department issued a notification on Wednesday, November 4, setting out how approvals and inspections will work under the Jammu Kashmir Ease of Doing Business Act, 2026, according to Northlines (November 5) and Kashmir Life. The report sets out how the process works.

  • Self-declaration: an eligible enterprise files a Declaration of Intent under Sections 9 and 11 of the Act through a Single Window System.
  • Certificate of In-Principle Approval (CIPA): issued within three working days for enterprises in approved industrial parks, and within 30 days outside them. It is valid for three years and lets an enterprise establish, construct and begin operations while it obtains regular approvals within the stipulated period.
  • Deemed approval: if the District Empowered Committee does not decide in time, approval is treated as granted.
  • Inspection pause: a CIPA holder is protected from routine inspections for three years from issue. This does not cover serious complaints, and officers may inspect under prescribed conditions with approval from the Deputy Commissioner or Additional District Development Commissioner where required.
  • Negative List: activities are allowed by default unless prohibited under Schedule II of the Act. The report does not list what is in that schedule.

Who decides

The Executive Committee is the single nodal agency for investment approvals across the Union Territory, including notified industrial areas, parks and clusters. The Act provides for district-level decision-making through District Empowered Committees; if a committee does not decide in time, approval is deemed granted.

What it means for you

For a first-time founder the practical change is the order of work: start under a CIPA, then complete the regular approvals. The report does not say when the system opens for applications, or which enterprises are eligible; check the Industries and Commerce Department's notice and the Act's text before relying on any timeline. The government says the aim is to reduce regulatory hurdles and give entrepreneurs greater certainty.
