That is how many officers the Jammu and Kashmir government moved in one stroke on September 1, when the General Administration Department (GAD) issued Government Order No. 1463-JK(GAD) of 2026, ordering the transfer and posting of 134 officers of the Jammu and Kashmir Administrative Service (JKAS) and two other senior officers, effective immediately.
The order was signed by M. Raju, IAS, Commissioner/Secretary to the Government, GAD — the department that handles the routine business of moving officers between postings across Jammu and Kashmir's civil administration.
What the order actually does
Large-scale reshuffles like this are administrative housekeeping, not disciplinary action or a policy announcement — the order itself gives no reason beyond the standard line that the moves are made "in the interest of the administration." What it does is reassign officers, from senior secretariat-level postings down to junior-scale JKAS positions, across a wide spread of government departments, among them:
- School Education and Health & Medical Education
- Revenue, Finance and State Taxes
- Rural Development and Cooperatives
- Housing and Urban Development
- Forest, Ecology and Environment
- Agriculture Production and Industries & Commerce
- Tourism Development Authority and Civil Aviation
- Labour, Social Welfare and Disaster Management
Why this matters even without a headline reform
A reshuffle on this scale does not change any rule, fee or scheme that a resident interacts with directly — the department stays the same, only the officer signing off on the file changes. But moves of this size, touching this many departments at once, are how J&K's civil administration is actually run day to day: District and sub-divisional level functionaries, revenue officers and department heads are all drawn from this JKAS cadre, so a reshuffle of this size can mean a change in who is actually processing a land record, a scholarship file or a departmental scheme in a given office over the weeks that follow, even if the office and the process stay exactly the same.
J&K's General Administration Department has not published a consolidated public list naming every officer and their new posting alongside the order; outlets that have reported individual names have drawn them from the order copy directly. Anyone with a specific query about who now heads a particular department or office is best served by checking the GAD's own notification once it is available on the official portal, rather than relying on any single news report's excerpt of it.
