What happens between a government office raising a bill and the money moving? In J&K that journey is about to go digital. The Finance Department has ordered all government departments to move to an integrated digital financial workflow under the J&K Integrated Financial Management System (JKIFMS), according to Greater Kashmir.
How does the new workflow work?
It has three parts: e-Bill, e-Voucher and e-Account.
- e-Bill: prepared online through JKPaySys and sent to the treasury over TreasuryNet. It uses a three-tier maker, verifier and approver mechanism, backed by an electronic sanction under Government Order 310-F of 2026 dated October 7, 2026, and authenticated by e-Sign, e-Hastakshar or a Digital Signature Certificate.
- e-Voucher: once the Treasury Officer scrutinises and passes a bill electronically, it becomes an e-Voucher, with an electronic audit trail.
- e-Account: accounts continue to follow the existing two-list pattern, the 1st to 18th and the 19th to the month-end.
Transactions under Centrally Sponsored Schemes go through the SNA-SPARSH or PFMS framework where applicable.
Who is affected, and when?
The facility has begun at Treasury Chadoora in Budgam and Treasury Akhnoor in Jammu district, and will be rolled out to all treasuries in a phased manner; no deadline is given. Until the Office of the Principal Accountant General is ready to receive e-Accounts, drawing and disbursing officers will keep submitting documents in the existing manner, including physical copies where required.
The order says the move does not dilute anyone's responsibility: the DDO stays answerable for the legality and correctness of claims, and nobody may process a transaction outside the approved workflow except under authorised contingency arrangements.
Why a young Jammu reader might care
Contractors, suppliers and young businesses that bill government offices, and the young accounts staff who prepare those bills, will be dealing with this system. The report does not say how fast payments will become; we do not claim any speed-up. What it does show is that skills in digital finance workflows are now part of government accounts work.
