Students and staff who travel home to Poonch, Rajouri, Udhampur or Kathua over winter have a stake in a review held this week at the Civil Secretariat in Srinagar.

Who clears which road

Chief Minister Omar Abdullah chaired the meeting, and the divisional commissioners of Kashmir (Anshul Garg) and Jammu (Vikas Kundal) presented their plans, PTI reported. Responsibilities for snow clearance are to be assigned among the Roads and Buildings department, the Mechanical Engineering department, urban local bodies, PMGSY authorities and others, with nodal officers named to coordinate so no road is left unattended.

Power cuts: the rule

The Power Development Department and distribution companies must strictly follow notified curtailment schedules. Consumers are to be told in advance about unscheduled interruptions where possible, and field staff may not impose extra cuts at their own discretion.

Supplies and emergency care

  • Stocking of ration, LPG and other essentials in snowbound areas was presented, along with electricity and drinking water maintenance.
  • Health measures include 4x4 ambulances, helicopter services where required, and tracking of maternity cases that may need emergency care in prolonged snowfall.
  • Areas reviewed in the Jammu division: parts of Poonch, Rajouri, Udhampur and Kathua. In Kashmir: Gurez, Machhil and Karnah.

The report gives no machinery or manpower numbers, road names or helpline numbers, so those remain to be announced. A plan is an instruction to departments, not a delivery record; the test comes with the first heavy snowfall.
