When did you last leave J&K for something that wasn't a wedding, an exam or a job interview?
For most people reading this the honest answer is a while ago, and cost is usually the reason. Which is the case for paying attention to Yuva Sangam Phase VII, the Ministry of Education's youth exchange programme, now open for registration with a hard close on 18 August 2026.
This round pairs Jammu & Kashmir and Ladakh with Maharashtra. The nodal institution handling selection on our side is NIT Srinagar; on the Maharashtra side it is IIT Bombay.
Am I eligible?
The bar is lower than most people assume. Per the official Ek Bharat Shreshtha Bharat portal, it is open to all Indian citizens aged 18 to 30 — and crucially, that is not restricted to students.
The portal splits applicants into two buckets:
On Campus Youth — anyone currently pursuing a UG, PG or PhD degree at a recognised institution.
Off Campus Youth — everyone else in the age band. The portal explicitly names NSS and NYKS volunteers, and employed and self-employed people.
So if you finished your degree two years ago and are working in Jammu, or running something of your own, or between things — you are eligible. The off-campus category exists precisely because earlier phases skewed heavily towards enrolled students.
What is the trip, actually?
A five-to-eight-day exposure tour to your paired state. The programme is built around five stated pillars, and they are worth reading as a description of the itinerary rather than as slogans:
Paryatan — tourism
Parampara — traditions
Pragati — development
Paraspar Sampark — people-to-people connect
Prodyogiki — technology
In practice that has meant a mix of campus visits, industry and technology sites, cultural programmes and homestay-style interaction, rather than a coach tour of monuments. For Maharashtra, that pairing puts Mumbai's institutions and Pune's industrial belt on the table.
What does it cost?
There is a refundable caution deposit of ₹1,500. The portal is direct about why it exists — it is there to make sure selected participants actually turn up, and it is returned on completion of the trip, forfeited only if you are a no-show.
Beyond that deposit, the portal does not itemise what participants pay and what the programme covers. Previous phases have been described as organised tours with travel and stay arranged, but we are not going to state a funding level the official page doesn't. Ask the nodal institution before you commit — that is a fair question and they are the ones who can answer it.
How does selection work?
This is the part worth understanding, because it changes how you should think about your odds.
Selection is not a national competition. Per the portal: "The Nodal Higher Education Institution will make the final selection for the students/youth residing in the State/UT where the HEI is located." You are being picked by NIT Srinagar, from a pool of J&K and Ladakh applicants only.
The stated selection criteria are about building a balanced cohort rather than ranking merit:
Equal representation of male and female participants
Spread across educational backgrounds and academic disciplines
Adequate representation from rural and remote areas
Inclusivity and representation from all sections of society
Read that list again if you are from Samba, Kathua, Akhnoor, Reasi or a village outside the Jammu municipal limits. The rural-and-remote criterion is written into the selection design, and it is the opposite of the usual disadvantage.
What to do, in order
Go to ebsb.aicte-india.org and register before 18 August 2026. Do not leave it to the last evening — government portals under deadline load are not famous for their stability.
Pick the correct category — On Campus if you are enrolled, Off Campus if you are not.
Have your identity and age proof ready; the 18–30 band is the one hard gate.
Keep ₹1,500 aside for the caution deposit.
If you are selected, confirm with NIT Srinagar exactly what is covered before you plan around it.
Why this one is worth the twenty minutes
Phase VII spans 22 states and union territories with 20 nodal institutions — IITs, IIMs, NITs and central universities. It is a real, funded piece of national programme machinery, and the number of Jammu students who have heard of it is much smaller than the number who qualify for it.
The competition you face is not the whole country. It is other 18-to-30-year-olds in J&K and Ladakh who happened to find out in time. That is a very beatable field, and the entry cost is one form and eleven days of attention.
