If you have just cleared Class 12 in Jammu and dream of studying at a good college in Delhi, Chandigarh, Pune or Bengaluru — but the fees make your parents wince — this is the announcement you have been waiting for. Registration for the Prime Minister's Special Scholarship Scheme (PMSSS) 2026-27 has officially opened, and it is one of the most valuable opportunities available to a J&K student today.
The J&K Higher Education Department issued directives on 16 July 2026 to set up Facilitation Centres and document-verification points across the region, and the counselling-and-registration portal went live the same day at 12 noon. In short: the clock has started, and the students who move early tend to land the best college seats.
What PMSSS actually gives you
Run by the All India Council for Technical Education (AICTE), PMSSS offers 5,000 scholarships every year to students from Jammu & Kashmir and Ladakh who want to pursue undergraduate studies in colleges outside the UTs. Crucially, it is not a token amount — the scheme is designed to cover both academic fees and a maintenance allowance for hostel, mess and books, so a student from a modest Jammu family can genuinely afford a degree in another state.
The scholarship spans a wide range of streams: general degree courses (BA, BCom, BSc and the like), professional courses such as engineering, nursing and pharmacy, and a capped number of medical (MBBS/BDS) seats. That breadth is what makes PMSSS relevant to almost every Class 12 pass-out in the city — not just the engineering-or-medicine crowd. A student who wants to read economics in a Delhi University college has just as much of a claim on it as one heading for a B.Tech.
Who can apply
You must be a domicile of J&K (or Ladakh).
You should have passed Class 12 from a recognised board (JKBOSE, CBSE and equivalents).
Family income limits apply — the scheme is aimed at students who need the financial support, so keep your income certificate ready and accurate.

How to apply — the practical checklist
The whole process runs through the official AICTE SSSJKL portal. A few things that trip students up every single year, worth getting right the first time:
Register early. Seats are allotted through counselling rounds, and choices filled sensibly in the first round tend to yield better college allotments. Procrastination is the single most common way good candidates lose out.
Get your documents verified. You will need to visit a Facilitation-cum-Document Verification Centre (FDVC) — exactly the centres J&K's Higher Education Department is now setting up. Carry originals plus copies of your marksheet, domicile, income and category certificates.
Choose recognised colleges. The allotment is only as good as the institution you land — research NIRF rankings and placement records before locking preferences, rather than picking a city and hoping for the best.
Watch the portal, not the rumours. AICTE announces round dates and cut-offs officially; deadlines are firm and there is little sympathy for a missed upload. Set reminders and check the site directly.
Why Jammu students should not sleep on this
For a lot of talented young people in Jammu, the barrier to a great college was never the marks — it was the money. PMSSS exists precisely to remove that barrier, and 5,000 fully-supported seats a year is a serious number. Beyond the finances, studying in another state exposes students to bigger campuses, wider networks and a national peer group — an experience that pays dividends long after graduation.
Every summer, some students miss out simply because they heard about the scheme too late or fumbled the paperwork. With registration now open and verification centres coming up across the region, there is no reason for a Jammu student to be in that category this year.
A few honest cautions
PMSSS is generous, but it is not a free pass to coast. Once you are placed, you are expected to maintain attendance and academic performance to keep the scholarship running year on year — treat it as a responsibility, not just a windfall. Be wary, too, of unofficial "agents" who promise guaranteed seats for a fee; the entire process is free and runs through the government portal, and no middleman can improve your allotment. Finally, think hard about the course-and-college combination you choose: a fully-funded seat in a stream you have no interest in helps no one, so weigh your genuine aptitude alongside the rankings. Get those basics right, talk to your school's counsellor, keep your certificates in one folder, and get on the portal early. A degree in another state — fully funded — is genuinely within reach.
