The standard advice to a science or engineering postgraduate in Jammu is that a funded research career means leaving — Delhi, Chandigarh, Bengaluru, somewhere with a lab and a stipend. It is advice worth checking, because two funded routes are open in this region right now, and one of them closes in under a fortnight.
Here is what each actually requires.
Route one: ₹37,000 a month at Central University of Jammu — closes 25 September
The Satish Dhawan Centre for Space Sciences at Central University of Jammu is recruiting a Junior Research Fellow, convertible to a PhD. The selected candidate registers for the doctorate through the university's Department of Electronics and Communication Engineering.
What you need: a B.E./B.Tech and an M.Tech/M.E., in either Electronics and Communication Engineering or Computer Science and Engineering — plus a valid GATE, NET or NET-JRF score. Both degrees are required, not one or the other.
What it pays:
₹37,000 a month plus HRA for the first two years
₹42,000 a month plus HRA in year three, if the project continues
₹25,000 a month from the University's own IRG fund if the project is discontinued — a floor that is unusual and worth noticing, because it means the fellowship does not simply evaporate if the funding does
What you would work on: wireless communication, space communication, quantum communication, and security in space communication.

The campus is at Bagla, Rahya-Suchani, in Samba — inside the daily-commute belt from Jammu city, which is part of why this one matters locally.
Route two: a PhD at CSIR-IIIM, for the January 2027 session — closes 31 October
The CSIR-Indian Institute of Integrative Medicine on Canal Road has opened admissions to its full-time PhD programme through AcSIR, the Academy of Scientific and Innovative Research, for the January 2027 session.
This is the one that quietly answers the "you have to leave Jammu" assumption. CSIR-IIIM is a national laboratory sitting inside the city, and its doctoral intake happens here.

What you need: an M.Sc. or equivalent degree in Life Sciences, Biotechnology, Chemical Sciences or Pharmaceutical Sciences — and a valid national fellowship: CSIR, ICMR, DBT, DST-NET JRF, GPAT or another relevant national fellowship.
That second condition is the real gate, and it is worth being blunt about it. Without a qualifying national fellowship you cannot apply here. If you are in your final year of an M.Sc. and this is the direction you want, the fellowship exam is the thing to plan around, not the admission form.

What kind of lab you would be joining
CSIR-IIIM is not a quiet institution. Its director, Dr Zabeer Ahmed, was elected a Fellow of the National Academy of Sciences, India for 2026 — announced on the institute's own site on 12 September. He also holds additional charge as Director of CSIR-NBRI, Lucknow.
The citation points at the work the lab is known for: drug discovery in inflammatory and metabolic disorders, and the translation of research into missions and enterprises — the CSIR Aroma Mission and the lavender push that became the "Purple Revolution", the Phytopharmaceutical and Floriculture Missions, and the establishment of industrial biotech parks at Ghatti in Kathua and at Handwara.
His existing honours include the Rashtriya Vigyan Puraskar, awarded as a member of the CSIR Aroma Mission team, a J&K UT-level Science and Technology Award, the Maharaja Hari Singh Award for Excellence, and an Indian Army award of appreciation.
None of that changes your eligibility. It does tell you that a PhD taken here is taken inside a lab whose work leaves the building — which is not true of every doctoral programme.
The short version
Engineering postgraduate, ECE or CSE, with GATE/NET? The Central University of Jammu fellowship is your nearer deadline — 25 September, by email.
Science postgraduate with a national fellowship in hand? CSIR-IIIM's AcSIR admissions run to 31 October, through the AcSIR portal.
Neither yet? Both routes are gated on a national test — GATE/NET for one, CSIR/ICMR/DBT/DST-NET/GPAT for the other. That is the thing to be preparing for, and both cycles come round again.
