Every newly recruited Junior Scale officer of the J&K Administrative Service (JKAS) will now sit seven compulsory papers during probation, with no optional paper to choose. The General Administration Department notified the J&K Combined Competitive Services (Probation and Examination) Rules, 2026 (S.O. 278), reported on November 4, replacing the rules of 2000. Northlines reports they take effect immediately.
What is different
- Papers: earlier, probationers took five compulsory papers and one optional paper chosen from two. Now all seven are compulsory.
- Marks: each paper carries 100 marks, and a minimum of 50% is needed separately in every paper.
- Attempts: three regular attempts and one mercy chance. The government may let probationers use missed opportunities lost for reasons beyond their control.
- Exam: the J&K Public Service Commission will conduct the departmental examination twice a year, as far as practicable.
The seven papers
- Management and public administration
- J&K's geographical, demographic, economic and social profile
- Service rules and office procedure
- Revenue laws and land administration
- Government schemes and policies for development, employment and industrial growth
- Social welfare, human rights and community protection laws
- Legal and regulatory framework for governance and public order in J&K
The syllabus adds contemporary subjects including artificial intelligence, cyber security, e-governance, digital data protection, public service delivery, grievance redressal, women's rights, child protection, social security and environmental conservation.
Probation, increments and confirmation
Direct recruits serve a two-year probation. The first annual increment is payable after one year; the second is withheld until probation is completed satisfactorily and the examination is passed. Passing is mandatory for confirmation, though the government can grant an exemption in exceptional cases with written reasons.
Open-book element
Candidates may consult Bare Acts, rules, regulations and manuals during the written examination, provided the copies contain only the relevant legal provisions without annotations.
Why aspirants should read it
The rules apply to people already selected, not to the entrance exam. But they show what the service expects in the first two years, and what a future JKAS officer will be tested on after joining. The report notes probationers apply through their administrative department and JKPSC will separately notify the examination procedure. The rules themselves should be read in the official notification when it is available on the GAD site.
