Forty thousand, six hundred and seventy-two. That is how many government posts were lying vacant across Jammu and Kashmir's departments, according to a written reply the government tabled in the Legislative Assembly on 21 September.
It is a number worth sitting with if you are in your early twenties in Jammu and a government job is on your list — because it is the clearest published picture anyone has of the pipeline you are actually competing for, and of where in that pipeline the openings really sit.
First, what the number counts
The 40,672 figure is not "every empty chair in the administration." It is the count of posts vacant under the direct recruitment quota — the share of positions that are filled by open advertisement and competitive selection rather than by promotion from within. That distinction matters: it is the direct-recruitment quota that turns into JKSSB and JKPSC advertisements, and therefore into something you can apply for.
The reply breaks the total three ways:
- Gazetted posts: 3,318
- Non-gazetted posts: 24,427
- Multi-Tasking Staff (MTS): 12,927
Read that split carefully. Gazetted posts — the officer grades most coaching-centre advertising is built around — are barely eight per cent of the whole. The overwhelming bulk sits in the non-gazetted cadres, and a further 12,927 in MTS.
Where are they, department by department?
The tabled reply carries a department-wise table. The largest blocks:
- Health and Medical Education — 12,797
- Agriculture Production, including animal and sheep husbandry and horticulture — 4,939
- Housing and Urban Development — 2,741
- Public Works (R&B) — 2,190
- Finance — 1,829
- Industries and Commerce — 1,787
- Forest, Ecology and Environment — 1,619
- Youth Services and Sports — 1,369
- School Education — 1,364
- Power Development — 1,264
- Revenue — 1,208
- Jal Shakti — 1,019
- Rural Development and Panchayati Raj — 836
Health is very nearly a third of everything
One department accounts for 12,797 of the 40,672 — close to a third of every direct-recruitment vacancy in the Union Territory. Within Health and Medical Education the split is 2,125 gazetted, 8,064 non-gazetted and 2,608 MTS.
That 8,064 non-gazetted block is the part to notice. It is where nursing, paramedical, technician, pharmacist and allied-health cadres live. If you are weighing a B.Sc Nursing, a paramedical diploma or a lab-technology course against a general-graduate path, this table is an argument for the former that no career counsellor could make as plainly. How much of it has actually been sent for recruitment?
A vacancy existing and a vacancy being advertised are two different things, and the gap between them is where most of the frustration lives. On that, the reply gives a figure: over the last two years, 17,922 posts have been referred to the Jammu and Kashmir Services Selection Board and 2,150 posts to the Public Service Commission.
So roughly 20,000 posts have been handed to the two recruiting agencies — a little under half the standing vacancy. The rest has not yet reached the stage where it can become an advertisement.
The rulebook the government pointed to
Asked what governs the timeline, the reply cited two instruments: SRO-166 of 2005, dated 14 June 2005, and Circular No. 01-JK(GAD) of 2024, dated 1 January 2024. Together these are the standing instruction that departments must identify direct-quota vacancies and refer them to the recruiting agency in a time-bound way.
The government also listed the measures it says it is taking: timely identification and referral of vacancies, adherence to the statutory framework, advance planning of recruitment cycles, and monitoring of recruitment timelines at various stages.
What the table does not tell you
Three honest limits are worth stating, because a big number invites bigger conclusions than it can carry.
It is a count of vacancies, not of advertisements you can fill in this year. A vacant post can sit unreferred for a long time, and the reply attaches no deadline to the roughly 20,000 posts not yet with a recruiting agency.
It is also Union Territory-wide, not Jammu-specific. The department-wise table does not break vacancies down by division or district, so there is no way to say from this reply alone how many of the 12,797 health posts would fall in the Jammu division. Where a division-wise split exists, it usually appears in the individual advertisement rather than in an Assembly reply.
And the reply does not say how many of the referred posts have already been advertised, selected against or filled. Referral is a milestone, not an outcome.
What to actually do with this
Three things follow from the table if you are preparing right now.
Match your preparation to where the posts are. The non-gazetted and MTS cadres carry 37,354 of the 40,672 vacancies between them. A preparation plan built entirely around gazetted-officer exams is aiming at the smallest slice on the board.
Health is the single biggest employer-in-waiting. If you are choosing a course now rather than sitting an exam next month, the health and paramedical route has more standing vacancy behind it than any other department by a wide margin.
Watch the referral stage, not just the advertisement. A post referred to JKSSB or JKPSC is the step immediately before an advertisement. The roughly 20,000 already referred are the realistic near-term supply; the remainder is a longer wait.
Read the cadre, not the headline number. "40,672 government jobs" will be shortened to exactly that in a hundred WhatsApp forwards this week. The useful version is narrower: 24,427 non-gazetted and 12,927 MTS posts standing vacant across the UT, of which about half have reached a recruiting agency. That is still a substantial pipeline — it is simply a different one from the one the headline implies.
