Here is the unusual thing about the largest recruitment notice J&K has issued this year: if you have a bachelor's degree, you are not allowed to apply for it.
The Jammu and Kashmir Services Selection Board issued Advertisement Notification No. 09 of 2026 on 1 September, opening 2,863 posts of Class-IV (Multi-Tasking Staff) and Sanitation Worker across the Union Territory. 1,093 of those posts sit in the Jammu division — the single largest block in the advert. And both roles carry a qualification ceiling as well as a floor: you need to have finished school, but you must not have studied beyond 10+2.
That one rule changes who this is actually for. Most JKSSB adverts that Jammu's colleges pay attention to are graduate-entry, and they are contested by people with degrees and NET scores. This one is written for the cohort that leaves school at 16 or 18 and starts looking for work — a group that almost never gets a recruitment drive of this size aimed at it.

How the 2,863 posts are divided
The advert splits the posts across three cadres, and which cadre a post sits in decides who you are competing against.
UT cadre — 105 posts. Open across Jammu and Kashmir divisions both; the widest competition pool.
Divisional cadre — 1,990 posts. This is the bulk of the advert, and it is split 1,093 for Jammu division and 897 for Kashmir division. A Jammu-division post is contested only by candidates in that division.
District cadre — 768 posts. The narrowest pool of the three, and usually the best odds for a candidate from the district concerned.
If you are applying from Jammu, Samba, Kathua, Udhampur or Reasi, the divisional and district cadres are where your realistic chances are. Read the cadre column in the vacancy table before you decide which posts to opt for — it matters more than the total headline number.
Who can apply — and who is ruled out
The eligibility is where this advert is genuinely different, so read it twice.
Class-IV (Multi-Tasking Staff): matriculation is the minimum. But a candidate holding a qualification higher than 10+2 is not eligible.
Sanitation Worker: Class 8 is the minimum, with the same cap below the graduate level.
Domicile: a valid Jammu and Kashmir domicile certificate is required, and it must be in hand by the closing date — not applied for, issued.
The domicile point is the one that quietly costs people their applications every year. If yours has not been issued yet, start that process now rather than in the last week of October; the certificate has to exist before 3 November, and tehsil offices do not speed up because a JKSSB deadline is near.
The notification also sets age limits and category-wise relaxations. Reporting on the advert has not been consistent on the exact ages and the cut-off date they are reckoned from, so do not take an age limit from a news report or a coaching website — including this one. How you will actually be selected
Selection is by an objective written examination, with negative marking of one-quarter mark for a wrong answer. The written paper is not the whole score: the advert weights it at 85 marks for UT cadre posts, 80 for divisional cadre and 75 for district cadre, with the remaining marks coming from additional points allowed under the J&K Class-IV recruitment rules.
Two things follow from that. First, negative marking means guessing costs you — on a paper this competitive, four confident answers are worth more than eight uncertain ones. Second, because the written weighting differs by cadre, the same score can place you differently depending on which cadre you applied to.
What to do between now and 5 October
Check your qualification against the ceiling. If you hold a degree, you are not eligible, and no amount of preparation changes that.
Get your domicile certificate issued if you do not already have it.
Assemble the rest of the file — matriculation or Class 8 marksheet, category certificate if you are claiming reservation, PwBD certificate where applicable, a recent photograph and signature in the formats the portal will ask for.
Read the actual notification when the window opens on 5 October, especially the cadre-wise vacancy table and the age clause.
Do not leave payment to 3 November. Fee payment failures on the last day are the most common way a completed application ends up not counting.
Why this one matters
Jammu's recruitment conversation is dominated by graduate-entry exams — JKSSB's health and higher-education posts, JKPSC's assistant professor drives, the railway and banking papers. There is a large group of young people in this city for whom none of that is reachable, because they finished school and went straight to work.
This advert is 2,863 permanent government posts written specifically for them, with more than a thousand of those posts in their own division, on a pay scale starting at ₹14,800. Whatever else is true about the J&K job market, an opening of that shape does not come round often.
