AICTE has approved a new doctoral fellowship worth ₹245 crore over five years. For a final-year engineering student in Jammu weighing a PhD against a job offer, the numbers are worth reading properly — and so is the thing that has not been announced.
What is confirmed
The scheme is the AICTE Innovation and Entrepreneurship Doctoral Fellowship Programme (AIEDFP), approved in the first week of September 2026.
Outlay: ₹245 crore over five years.
Fellowships: 150 PhD positions.
Stipend: ₹60,000 a month plus applicable HRA for the first three years; ₹70,000 a month plus HRA for the next two.
Innovation Grant: up to ₹10 lakh per scholar, for prototype development, testing and validation, field trials, data collection, consumables, contingency and travel.
Industry exposure: an optional 6–12 month placement at a partner organisation, for R&D, prototyping, testing and field work.
The stated purpose is to push doctoral research towards outcomes you can point at — innovation, entrepreneurship, technology transfer, commercialisation and societal impact — rather than papers alone.
What has not been announced
This is the honest part, and it matters more than the stipend figure. No eligibility criteria, application window, host-institution list or selection process has been published. We could not locate an AICTE notification or guidelines document for AIEDFP. What exists so far is an approval, reported consistently across national education press — not an open call.
So: nothing to apply to yet. Anyone telling you otherwise, or charging for "AIEDFP coaching", is ahead of the facts.
Why it is worth tracking from Jammu
AICTE's remit covers technical education, which is where most of the region's research-capable institutions sit — IIT Jammu, SMVDU, the Central University of Jammu, and the engineering colleges feeding into them. A fellowship of this size does not create seats out of nothing, but it changes the arithmetic for a specific person: the student who is good enough for research, and takes a job instead because a PhD stipend does not cover living costs.
₹60,000 plus HRA is not a placement package. It is, however, enough to make the decision an actual choice rather than a foregone one — and the ₹10 lakh innovation grant is unusual, because it funds the part of a doctorate that normally goes unfunded.
What to do now
Watch aicte-india.org for the AIEDFP guidelines and call for applications. That is where a real deadline will first appear.
Ask your institute's research or dean's office whether it intends to host AIEDFP scholars — host-institution eligibility usually decides who can apply at all.
Do not wait on it. Existing routes are open now: UGC-NET/JRF, CSIR-NET, and institutional PhD admissions across Jammu's universities run on their own calendars, and none of them are affected by this announcement.
