3,540.15 megawatts. That is what Jammu & Kashmir's operational hydropower plants generate today. The number the government has now written into a roadmap is 10,969.65 MW — to be reached by December 2035.
Triple the capacity, in a decade. It is the kind of figure that is easy to skim past, so it is worth sitting with: a Union Territory that currently buys a large share of the electricity it consumes is planning to become a power-surplus one, and the construction to do it happens mostly in the districts north and east of Jammu.
Where the water is
The identified potential is not spread evenly. The Chenab basin carries 11,283 MW — 77.1 per cent of everything on the list. The Jhelum basin accounts for 3,084 MW (21.1 per cent), and the Ravi basin for 500 MW (3.4 per cent).
That single statistic is why the Chenab valley districts — Doda, Kishtwar, Ramban — keep appearing in project announcements. Three-quarters of J&K's hydro future runs through one river system, and it is the one closest to Jammu.
What lands first
The department has laid out a phased capacity-addition strategy rather than a single distant target. The nearest tranche is 1,636 MW by the end of 2026, through three commissionings:
- Pakal Dul — 1,000 MW
- Kiru — 624 MW
- Karnah — 12 MW
Pakal Dul alone is worth noting: at 1,000 MW it is a substantial addition to a system currently sitting at 3,540 MW. The roadmap was reviewed at a high-level meeting chaired by Chief Secretary Atal Dulloo, framed around energy security, reducing dependence on power purchased from outside the UT, and building toward a surplus position.
Why a 22-year-old in Jammu should care
Three reasons, and none of them are abstract.
One: your electricity bill. J&K buys a large share of its power from outside, at prices it does not set. That structural dependence is part of the backdrop to the tariff revision that takes effect on September 1. A UT that generates its own surplus is in a different bargaining position — though on this timeline, that is a 2035 conversation, not a 2026 one.
Two: the jobs are technical, and they are local. A decade of dam and tunnel construction in the Chenab valley is a decade of demand for civil, electrical and mechanical engineers, geologists, surveyors, safety officers and site managers — plus the ITI trades that actually build the thing: electricians, fitters, welders, heavy-equipment operators. Recruitment for this sits with bodies like NHPC, Chenab Valley Power Projects and JKSPDC, and it is worth tracking their notification pages the way jobseekers already track JKSSB's.
Three: the operations phase outlasts the construction phase. A commissioned plant needs staffing for decades. Projects finished in the late 2020s will be hiring operations and maintenance staff into the 2030s and beyond.
What a decade of dam-building actually looks like
Hydropower is unusual among infrastructure sectors in how long its employment tail runs. A large project moves through distinct phases, and each hires differently.
Survey and investigation comes first — geologists, geotechnical engineers, surveyors — and it happens years before anything is poured. Construction is the visible phase and the biggest employer: tunnelling crews, concrete and formwork teams, heavy-equipment operators, electricians, fitters, welders, plus the site engineers, quantity surveyors and safety officers who run them. Electro-mechanical installation follows, and is the most specialised stretch — turbines, generators, switchyards. Then operations and maintenance, which is comparatively small in headcount but runs for the life of the plant, which is measured in decades.
The practical consequence for someone in Jammu choosing a course right now is that the sector's demand is not a single spike. A diploma-holder who qualifies in 2028 is not too late for a build-out that runs to 2035, and a plant commissioned in 2027 will be recruiting operations staff well into the 2040s.
What J&K already runs
The 3,540.15 MW of existing installed capacity is not a blank slate — it is a working system with an established workforce, spread across projects on the Chenab, Jhelum and Ravi. That matters for two reasons. It means there are already people in J&K doing these jobs, which makes the career path a real one rather than a projection. And it means the new capacity is being added to an existing grid and an existing institutional base, rather than built from nothing.
The honest caveats
A 2035 target is a long horizon, and large hydro projects have a well-documented habit of slipping. The 11,283 MW figure for the Chenab is identified potential, not sanctioned capacity — the two are different things, and the gap between them is where financing, clearances, geology and land acquisition live. The roadmap also does not, in what has been made public, attach a public job-creation number to the build-out.
What is firm is the nearest step: 1,636 MW targeted by the end of this year, from three named projects. That is the part of the plan you can actually watch happen.
What to do with this
If you are choosing an engineering branch or a diploma stream in Jammu right now, this roadmap is a genuine argument for civil, electrical and mechanical over the reflex options. If you are already qualified, the recruitment to watch is the power PSUs rather than the general government notifications. And if you are neither, it is still worth knowing why every second infrastructure headline out of Kishtwar and Ramban is about a dam.
