The story so far
JammuBeat has explained the maths of the rooftop solar scheme in 40,000 J&K Homes, 8,673 Zero Bills. A fresh review of the PM Surya Ghar Muft Bijli Yojana adds a bottleneck: bank loans.
What's new
At a 7 October review chaired by Chief Secretary Atal Dulloo, the Kashmir power utility (KPDCL) said 50 per cent of applications had been rejected by J&K Bank, which handles over 95 per cent of the scheme's loan applications in J&K and Ladakh. The Chief Secretary was not satisfied with the bank's response, according to an official present, as reported by Greater Kashmir.
The figures below cover all banks:
- Applications submitted: 61,566 (the reported breakdown below adds to 61,556, a gap the report does not explain)
- Sanctioned and disbursed: 38,773; rejected: 17,416; still in process: 5,367
- Jammu: 13,389 sanctioned, 3,184 rejected. Kashmir: 25,384 sanctioned, 14,232 rejected
By our own arithmetic from those figures, rejections were roughly 19 per cent of decided Jammu applications and about 36 per cent in Kashmir. This is our calculation, not a figure from the review.
Installation progress
As of 5 October, 46,133 systems were installed across J&K against a target of 83,500, with 42,686 commissioned. In the Jammu power distribution corporation's (JPDCL) area, 17,809 were installed and 15,392 commissioned against a target of 39,500. Subsidy disbursed so far is Rs 357.14 crore (Rs 344.14 crore central, Rs 13 crore from the UT).
The bank's side
A J&K Bank representative cited applicants' inability to pay margin money, requests to change vendors and customers' unwillingness to proceed. The bank has not been quoted beyond the review record, and no separate statement was available.
What happens next
The administration is considering a digital process for applying and receiving approvals via the national portal. The Chief Secretary also asked the Ministry of New and Renewable Energy to review the 45-day wait for changing vendors.
