What happened
J&K's Higher Education Department (HED) has asked universities for detailed financial, admission and recruitment records, following Supreme Court proceedings dated September 17, 2026. The Court directed States and Union Territories to collect specified information from universities and colleges under their jurisdiction and place it before it. The matter is Writ Petition (Civil) No. 531 of 2025, Ayesha Jain versus Amity University, Noida, and others. Greater Kashmir reported the HED move on October 14.
Which universities?
Nine are named: Kashmir University, Jammu University, Central University of Kashmir, Central University of Jammu, Cluster University Srinagar, Cluster University Jammu, Shri Mata Vaishno Devi University, Baba Ghulam Shah Badshah University and the Islamic University of Science and Technology.
What is being asked for?
- Audited accounts for the preceding five years, including funds generated and used.
- "Benefits received" from central and state governments, such as land allotments and legal relaxations.
- Complete fee structures, including charges at admission and under heads such as development and special-event funds.
- Admission procedures for every course, and who is responsible for admissions, paper setting, examinations and evaluation.
- Details of teaching and non-teaching staff and how they were recruited.
The report describes a Kashmir University circular of October 13 that passes the request down to its departments. It also asks for class-conduct records from January 2025 and for grievance data over the last three years: the number and nature of complaints, how they were disposed of, and how long resolution took.
What is not known
The report covers only the Kashmir University circular. It does not say how Jammu University, Cluster University Jammu, Central University of Jammu or SMVDU have responded, and no deadline is given beyond the Kashmir University circular calling the matter "most urgent". JammuBeat has not seen the Supreme Court order itself.
Why a student should care
Fee heads, admission procedures and grievance handling are the parts of a university that students deal with directly. Once collected, this is the kind of data that gets placed before the Court; whether any of it is made public is not stated.
