What is being proposed?

The J&K administration has proposed about Rs 482 crore over five years to upgrade 10 government Industrial Training Institutes under PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs). The first UT-level Steering Committee met under Chief Secretary Atal Dulloo, and Skill Development Secretary Kumar Rajeev Ranjan presented the structure. The article is dated 10 September 2026.

How would it work?

The 10 ITIs form two hub-and-spoke clusters: each administrative division gets one Hub ITI serving four Spoke ITIs. Hubs are to have advanced technology, incubation facilities and trainer capacity-building. Special Purpose Vehicles will bring industry into course selection, training and placement. The target is 75% institutional placement.

Who pays?

  • Centre: 74.7%
  • UT government: 8.3%
  • Anchor Industry Partners: 17%

The cost is about Rs 81 crore per Hub and Rs 40 crore per Spoke. An industry partner needs average annual turnover of at least Rs 200 crore over three years, positive net worth and at least 500 employees.

Which trades?

Priority sectors are advanced and smart manufacturing, heavy engineering and automotive, electrical, electronics and telecom, process industries and food processing, and textiles, garments and construction.

What we do not know

The report does not name the 10 ITIs or say which are in the Jammu division. It does not say whether the Rs 482 crore is sanctioned, when work starts or which companies will join. Dulloo said success would be "a steady pool of industry-ready skilled workers". If you are choosing an ITI trade, ask your institute whether it is on the list.
