The rules for J&K's Economically Weaker Sections (EWS) certificate are not changing. That is the clearest takeaway from two written replies tabled in the Legislative Assembly this week, which also put a number on how many young people are using it: 26,544 EWS certificates issued across the UT in the last two years, 24,058 of them in the Jammu division.
If you are a general-category student or job aspirant, this is the certificate that unlocks the 10% EWS reservation in college seats and government posts. Here is what the replies said, and what to do if you need one.
What the government told the Assembly
- No change to eligibility. In reply to a question from MLA Sajad Gani Lone, the government said there is currently no proposal to relax the EWS eligibility criteria, including the asset-based conditions. A separate Revenue Department reply said there is no proposal at present to review them.
- Where certificates were issued. The Revenue Department, replying to MLA Surjit Singh Slathia, gave the two-year total as 24,058 in the Jammu division and 2,486 in the Kashmir division. Within the Jammu division, Kathua issued the most (5,865), followed by Jammu district (5,075), Samba (4,614) and Udhampur (3,435). The reply did not give reasons for the differences between districts.
- Category certificates overall. Between January 1, 2025 and August 1, 2026, 3,84,249 category certificates were issued in the Jammu division and 86,198 in the Kashmir division, with 61,269 applications rejected in all, Rising Kashmir reported.
- The reservation report. The Cabinet's recommendations on the wider reservation framework have been submitted to the "competent authority." The government declined to share details, citing Assembly business rules on Cabinet proceedings.
Who qualifies for EWS?
The EWS certificate is for people who are not covered by the SC, ST or other reserved categories and whose family's gross annual income is below ₹8 lakh, subject to the asset-based conditions set out in the J&K Reservation Rules (as amended in 2019). Holding a priority-household ration card on its own is not a substitute for meeting the income and asset test.
Checklist before you apply
- Check the deadline you are applying for. Admission and recruitment notices usually say the certificate must be valid on a particular date.
- Gather family income proof covering every earning member, plus land and property details, since the asset conditions are part of the test.
- Apply online through the government's e-services platforms (the certificate is issued by the Revenue Department's tehsil offices) and keep the application number.
- Apply early. Tens of thousands of applications for category certificates are rejected, so leave time to fix a missing document.
Don't get caught out
An EWS certificate is generally assessed on the previous financial year's income, so an old one may not be accepted. Check what validity the specific form asks for. And watch for the WhatsApp service the government is now preparing: EWS certificates are on its first list of 100 services, but it has not launched yet, so apply through the existing online route for now.
