Government Degree College Katra has been teaching students since 2019. Until this week, it had never had a building designed for the purpose.
The college ran out of makeshift accommodation — borrowed rooms, in a Panchayat Ghar — while a permanent campus sat in various stages of construction. On August 11, the newly constructed building at Kakryal, built by the J&K Housing Board, was formally opened, and teaching moves into it.
Who this changes things for
GDC Katra draws from Katra town and the villages around it — Kakriyal, Bhagtha, Manoon, Sirah, Cherai. For most of these students it is the only degree college within reasonable reach; the alternative is a daily run into Jammu, which is 45-odd kilometres and a bus fare that adds up over three years.
The college is temporarily affiliated to the University of Jammu and currently teaches Arts and Social Sciences, with skill and value-added courses added under the National Education Policy. A proper campus changes some very unglamorous things that matter: labs and library space that a Panchayat Ghar cannot provide, room for the NEP's practical and skill components, and the physical capacity to add subjects.
Two announcements worth holding them to
Alongside the opening, two commitments were made that would matter more to a student than the building itself.
A college bus is to be sanctioned for students coming from distant areas. In hill terrain where the alternative is a shared vehicle at whatever the going rate is that morning, transport is often the actual barrier to attendance — particularly for young women whose families weigh the commute heavily.
A Commerce stream is to be introduced, subject to sufficient enrolment. That condition is the whole story. Katra's local economy runs on pilgrimage — hospitality, retail, transport, small trade — and B.Com is the degree that most directly matches it. "Subject to sufficient enrolment" means the stream arrives only if enough students formally indicate they want it, so anyone who would take Commerce at Katra rather than travel to Jammu for it should be saying so to the college now, not waiting to see whether it appears.
Also announced for the area: the relocation of Katra Hospital to Irrigation Department land, and a fully equipped 108 ambulance. Fee-waiver benefits for BPL and AAY category students in higher education were flagged at the same event — worth checking your eligibility for at the college office.
One note on the record: every outlet reporting the inauguration gave the construction cost as ₹12.92 lakh, a figure implausible for a college building and almost certainly a transcription error somewhere upstream. We have left it out rather than repeat a number we cannot stand behind.
