6,576. That is how many small businesses across Jammu and Kashmir have been formally identified as sick but recoverable — and ordered into a time-bound revival process by the Chief Secretary this week.
The number comes out of something called the J&K MSME Health Clinic, a digital diagnostic system that has been quietly running over the UT's registered small-business base. What it produced is the most detailed picture anyone has had of how J&K's micro and small enterprises are actually doing.

Read the 97.7% carefully
The headline that a regional government would normally lead with is that 97.7% of assessed units are stable. It is worth pausing on, because it is both real and easy to over-read.
It is real in that it describes 2.87 lakh assessed units. It is easy to over-read because of the other figure in the table: 48,247 units were referred to J&K Bank for data correction. That is roughly one in seven of the registered base whose records did not hold up well enough to assess cleanly. A diagnostic is only as good as the data under it, and a sizeable slice of the data is currently being fixed.
The honest summary is narrower than the headline: of the units that could be assessed on current records, the overwhelming majority are fine, and a specific, named 6,576 are not but can be.
What a "Health Clinic" is, mechanically
The name suggests a building. It is not one. The MSME Health Clinic is a monitoring layer that sits over the registered enterprise base and scores units against indicators drawn from their filings and banking behaviour, flagging the ones that look distressed. Field officers then visit the flagged units and produce a diagnostic report — 581 visits and 317 reports so far — and it is those reports, not the automated flag, that classify a unit as recoverable or chronically sick.
So the 6,576 figure is a shortlist generated by software and being confirmed by people, at a rate of a few hundred reports at a time. That gap between the flagged number and the visited number is the real state of play.
What has actually been ordered
Chief Secretary Atal Dulloo has directed the Industries and Commerce Department to accelerate field visits, strengthen the Small Business Development Units, complete diagnostic profiling on all 6,576 recoverable units, prepare revival plans and run periodic follow-up. Additional consultants are to be deployed, and JKEDI's District Nodal Officers are in the delivery chain.
One caution: the instruction is described as "time-bound", but no calendar deadline has been published. Nothing in the reporting gives a date by which the 6,576 profiles must be complete.
Why a 22-year-old should care
Because the MSME sector is where most young people in Jammu already work, or will. Not in the government job the coaching centre is selling — in a workshop, a small manufacturing unit, a trading firm, a service business, or a family shop that is itself a registered MSME.
Three concrete reasons this matters:
If your family business is struggling, there is now a named door. The route runs through the Small Business Development Units and JKEDI's District Nodal Officers. That is a specific office to approach rather than a general appeal — and "sick but recoverable" is an official category with a process attached, not a verdict.
If you are starting something, this is the map of what goes wrong. 106 chronically sick units and 6,682 needing intervention out of 2.94 lakh assessed is a low failure rate, but the intervention list is where the instructive cases are. The mechanisms being used to fix them — loan restructuring, rehabilitation approval, diagnostic profiling — are the ones you would eventually need.
If your records are wrong, fix them before you need them. Those 48,247 referrals are a warning. A unit whose registration data does not match its banking records is the one that cannot be assessed, cannot be diagnosed as recoverable, and therefore cannot be helped. Udyam registration details, bank records and GST filings need to agree.
What it does not say
There is no district-wise split in what has been published, so there is no way to say how many of the 6,576 are in Jammu district, or in the Jammu division at all. There is no sector breakdown either — a sick handicraft unit and a sick small manufacturer are very different problems, and the published figures do not separate them.
There is also no stated amount of money attached. The directive is about process — profiling, visits, revival plans, follow-up — not a relief package, and it should not be read as one.
What to watch next
The thing that will show whether this works is not the 6,576 figure but the one that follows it: how many of those units are still trading a year from now. The diagnostic infrastructure to answer that question now exists, which is genuinely new. Whether the answer gets published is the open question.
